用法
navori receipt <sign|check|gate|review begin|review seal> --feature <id> [--target <ref>] [--dir <path>] [--include-consumed] [--spec <spec> --milestone M<n> [--gate-ran <scoped|full>]] [--json]
参数
--feature <id> handoff 中接收的标识。 --target <ref> 实际 PR 基础分支，默认 prTarget。 --dir <path> 进度目录，默认 .claude/progress。 --spec <spec> --milestone M<n> 当前循环规格与里程碑，gate 必填；sign 时须和 --gate-ran 一起使用。 --phase <name|index> 工作计划阶段名称或从 1 开始的序号，在 sign/gate 中替代 --spec/--milestone。 --gate-ran <scoped|full> sign：实际运行的关卡，决策为 full 时拒绝 scoped。 --include-consumed check：receipt.txt 消失时使用已消费的 receipt.consumed.txt。 review begin | review seal --nonce <n> review_<feature>.json 的生产者证据：begin 在审查差异前记录内容身份并输出 nonce，seal 用该 nonce 封存 sidecar。 --json 输出机器可读契约。 示例

注意事项
- 仅 JSON 返回 status ok 才发布。
- gate 只读，返回 { gateKind, reason, unit, closingMilestone }，决定 scoped/full。scoped receipt 从不 fresh，只允许提交，不允许创建 PR。
